Two questions/two answers.
1- "genital warts" occur only on the genitals, by definition. However, the same virus (HPV) that causes genital warts causes oral or circumoral warts.
2- Yes, HPV can remain "silent" not causing a visible outbreak for years and still infect a partner (by either route).
