Someone i know has little bumps on his penis..they have some hair too.. im just wandering if thats normall. He’s been tested and doesnt have any STD’s or anything like that. It’s been like that since he can remember.
If they are small, white bumps which cause no discomfort then they are normal and perfectly harmless.

If they are huge blotchy red and itchy bumps then there’s problem.
Otherwise sometimes hair foliciles and nerves sort of show themselves in the penis.
Its normal only if they are NOT red, itchy, purple, or anything abnormal looking.
Simple skin colored hair folicile or nerve looking is normal.
