I agree that this is probably due to some kind of irritation. The skin on the shaft is very sensitive. It could also be a simple cut that you can’t see. Either way, give your penis a breather and don’t shave for a while!

maybe its just irritation from shaving, were you using an old razor or something like that
ya its probably shavers burn when you shave against the hair and not to it.
I don’t think shaving is the problem unless you have hair on your crown and thats not likely.
Have you started using a different brand or model of shaver you use or the cream? Did you recently move to a new location with a different water source? Are you with a new partner with no condom use? Some womans natural vaginal juices can be acidic, or she is using some kind of inter vaginal device (iud stuff). masturbating differently with an aid of some kind? (simulated vagina) Lots to think about.
