Condoms can only somewhat protect against genital warts and genital herpes since you can get it by simple genital skin to genital skin contact and don’t even necessarily need to have sexual intercourse.
So is there some kind of skin privates condom or underwear condom?
I know about liquid latex, but that seems so messy and difficult.

There ain’t no such thing. Anyway, who would want to wear that??? The best thing you should do is take a shower before and after the deed. And examine someone carefully before you get it on.
