Actually it sounds like he has genital warts which makes sense since HPV is the cause of genital warts. It would look similar to a cauliflower cluster or individual clusters that can be anywhere from the head of the penis and also along the shaft.
You should have a pap smear done by your gyno to make sure you do not have the strain of HPV which causes cervical cancer.

Sounds like an STD. Tell him to go and get tested. If you have had unprotected sex, go and get yourself tested too.
