Im 15 and never had sex. Im probably 90% sure there not fordyce spots because i have them and they dont look much like them. They are on the skin, near the tip of the penis and on the bottom. They are most likely pearly penile papules if they are on the rim of the head. Very common and harmless, there is no treatment and are likely permanent. Cosmetic laser surgery can remove them but it is expensive and is not essential unless it is causing you a lot of psychological distress. Lots of guys have them, seek medical advice to be sure.
i’ve had the same issue since i was in about your age. Initially i didn’t know what it was and a girl that i was involved with told me it was HPV. Later, she went and received a STD test and she came up negative and her PAP smear test came back clean as well. Eventually, I found out what I had was Pearly Penile Papules. If you google HPV in men, you’ll notice that all of the pics seem to look more advanced then what you have (ie. it looks like small pimples, but HPV tends to look like warts and also what you have seems to be organized around the rim of the penis).
