It sounds more like irritation. It’s probably from the friction of your penis going in and out of your girlfriends vagina, especially since you said it’s not very wet or lubricated.
What kind of cream were you given? If you would have said I would have been able to tell you what it probably is.
A lot of people on here are saying herpes. If it was herpes you would have large sores on your penis and be in A LOT of pain. I have had genital herpes for over 5 years and this does NOT sound like genital herpes. A lot of people jump to conclusions when they hear "red bumps". They automatically think herpes, when it’s usually not.
You may want to go back to the doctor if this doesn’t clear up in a few days. Good luck to you!

Get tested again but it could be a rash from the condom you need to check with your doctor and ask him or her if you can use a nothing brand of condom like lamb skin or something like that because you really do need protected
